										<content:encoded><![CDATA[<p>Howard Jarvis Taxpayer Association President, Jon Coupal visited the San Gabriel Lincoln Clubs Chapter as our guest speaker on February 16th. <a href="https://laclc.org/2nd-feature/jon-coupal-visits-san-gabriel-chapter/">Click to view images</a></p>
<p>From 1991 to 1998, Jon Coupal served as Director of Legal Affairs for HJTA, overseeing the organization’s litigation and lobbying efforts. He is a recognized expert in California fiscal affairs and has argued numerous tax cases before the courts. Coupal also successfully defended Proposition 140, the state&#8217;s term limit initiative, before the California Supreme Court. In 1995, he won a major ruling before the Supreme Court when it upheld the validity of Proposition 62, an HJTA sponsored initiative guaranteeing the right to vote on local taxes.</p>
<p>He is also the principal drafter of Proposition 218, the Right to Vote on Taxes Act, a measure passed by the voters in November 1996. Coupal is also Chairman of the Howard Jarvis Taxpayer Foundation which provides funding for taxpayer rights litigation and educational studies.</p>
<p>Jon lets us know how we can help stop future tax increases, and roll back the tide of taxes and regulations that have hampered our business and personal success in California.</p>

										<content:encoded><![CDATA[<p>Dr. John Lenczowski is founder and president of The Institute of World Politics (IWP), an independent graduate school of national security and international affairs in Washington, D.C.</p>
<p>IWP is dedicated to developing leaders with a sound understanding of international realities and the ethical conduct of statecraft, based on knowledge and appreciation of American founding principles and the Western moral tradition. Offering four Master&#8217;s degrees and eighteen certificate programs, IWP is the only academic institution dedicated to teaching all the arts of statecraft, including: military strategy, the art of diplomacy; public diplomacy, opinion formation, political warfare; intelligence, counterintelligence, economic strategy, and moral leadership, and how these arts are integrated into national strategy.</p>
<p>From 1981 to 1983 Dr. Lenczowski served in the State Department in the Bureau of European Affairs and as Special Advisor to the Under Secretary for Political Affairs. From 1983 to 1987 he was Director of European and Soviet Affairs at the National Security Council. In that capacity, he served as principal Soviet affairs adviser to President Reagan. Dr. Lenczowski attended the Thacher School, earned his B.A. at the University of California, Berkeley, and received his M.A. and Ph.D. from the Johns Hopkins University School of Advanced International Studies.</p>
<p>He is the author of Soviet Perceptions of U.S. Foreign Policy (1982); The Sources of Soviet Perestroika (1990), Cultural Diplomacy: A Multi-faceted Strategic Asset of Soviet Power (1991); Full-Spectrum Diplomacy and Grand Strategy (2010) and numerous other writings and addresses on U.S. foreign policy, public diplomacy, cultural diplomacy, counter-propaganda, political warfare, Soviet/Russian affairs, comparative ideologies, intelligence, strategic deception, counterintelligence, and integrated strategy.</p>

										<content:encoded><![CDATA[<p>In his 2017 book, The Corrupt Classroom: Bias, Indoctrination, Violence, and Social Engineering Show Why America Needs School Choice, Lance Izumi, Koret Senior Fellow in Education Studies and Senior Director of the Pacific Research Institute’s Center for Education, explains how America&#8217;s public schools are becoming increasingly politicized, less safe, socially biased, and mismanaged.</p>
<p>On February 8th, he will explain it to the Downtown Lincoln Club! In The Corrupt Classroom, Izumi writes that parents and their children should have the right to exit the public-school system for educational alternatives that better meet their needs and preferences.</p>
<p>Under Izumi’s leadership, PRI’s Center for Education regularly produces important education research scholarship and engages in a wide variety of impactful outreach activities. Izumi served for 11 years on the California Community Colleges&#8217; Board of Governors, including two terms as President of the Board. During the 2016 presidential election, Izumi helped craft policy recommendations for the Trump administration&#8217;s education agenda as a member of the official Trump-Pence Agency Action Transition Team for education policy.</p>
<p>Izumi served as chief speechwriter and director of writing and research for California Governor George Deukmejian. He also served in the administration of President Ronald Reagan as speechwriter to United States Attorney General Edwin Meese III. He received his J.D. from the University of Southern California School of Law. He received his master of arts in political science from the University of California at Davis and his bachelor of arts in economics and history from the University of California at Los Angeles.</p>

Early is regularly involved in complex litigation matters, primarily focusing on a range of business, entertainment, real estate, title and escrow related litigation. Before starting Early Sullivan Wright Gizer &#038; McRae LLP with several of his former colleagues, Mr. Early had been a business litigation partner for ten years at Glaser, Weil, Fink, Jacobs, Howard &#038; Shapiro LLP, formerly the Christensen Miller firm, in Los Angeles.</p>
<p>Before attending law school, Mr. Early spent several years in the film industry including stints directing and producing short films for The Great Space Coaster children’s television show, post-producing animated shows such as Transformers, G.I. Joe and Jem and the Holograms, as well as writing several episodes of those series, editing award winning documentaries, serving as Director of Film Operations for Atlantic Entertainment Group, and producing trailers for B-movie king, Roger Corman.</p>
<p>He received a Bachelor of Fine Arts degree from New York University’s School of the Arts and received his Juris Doctorate from Southwestern Law School. While in film school, Mr. Early was a Mobil Student Film finalist award winner. Mr. Early is the proud father of 2 children. His son Alex owns and operates a successful private jet charter company, The Early Airway. His daughter Lauren is touring the world as lead guitarist in various bands.</p>

										<content:encoded><![CDATA[<p>Ryan Williams is President of the Claremont Institute. Prior to becoming President in 2017, he held positions as Chief Operating Officer, Director of Programs, Director of Special Projects, Assistant Director of Programs, and Research Assistant.</p>
<p>Mr. Williams has taught American politics and political philosophy as an adjunct professor at California State University, San Bernardino and Cal Poly Pomona. A 2004 Publius Fellow of the Claremont Institute, he is a doctoral candidate at Claremont Graduate University, completing a dissertation on the jurisprudence of William Howard Taft. He holds a B.A. in Political Science and Economics from Hillsdale College and an M.A. in Politics from Claremont Graduate University. A native of Southern California, Williams was born in Santa Monica before moving to Encinitas in north county San Diego. A Claremont Review of Books contributor, his research interests include political philosophy, American political thought, and American politics, with a particular emphasis on the Supreme Court, the Presidency, and institutional development.</p>
<p>His topic at the Lincoln Clubs will be Deconstruction of the Administrative State, a hot topic in the world of President Donald Trump!</p>

										<content:encoded><![CDATA[<p>Travis Allen operated his own financial advisory and wealth management practice before running for the 72nd Assembly District in 2012. The seat was open due to term limits and Travis won despite being heavily outspent by his opponent. In June 2017, Allen announced his candidacy for Governor of California in the 2018 election He is running on a platform of spurring job creation and business growth by cutting California&#8217;s highest-in-the-nation taxes; restoring tough-on-crime policies and rolling back policies that have released thousands of criminals back into communities; using existing, record tax revenues to fix the state&#8217;s deteriorating freeways and roads and reduce traffic; increasing school choice and creating more charter schools; preventing future water shortages by increasing water storage capacity and completing the landmark California Water Project.</p>
<p>Allen is a lead sponsor of a proposed 2018 ballot initiative to repeal Senate Bill 1, Governor Jerry Brown-backed legislation enacted by the Democratic-controlled legislature which increases the state gas tax by 12-cents to 30-cents a gallon SB 1 also increases the diesel fuel excise tax by 16-cents and the diesel fuel sales tax from 5.75% to 9.75%. SB 1 also significantly increases the vehicle license fee. Unless repealed, SB 1 goes into effect November 1, 2017 and will add $5.2 billion to Californians&#8217; tax burden every year.</p>
<p>Allen&#8217;s legislative voting record has been characterized by his strong belief that limited government, free enterprise, spending restraint, regulatory reform and lower taxes are the surest and proven paths to job creation, upward mobility and economic prosperity.</p>
<p>He has earned 100% ratings from the California Taxpayers Association, the National Federation of Independent Businesses and the California Manufacturers Association. Assemblyman Allen&#8217;s support for lower taxes and opposition to tax increases has earned him consistent A+ ratings from the Howard Jarvis Taxpayers Association.</p>

Formerly a Palmdale City Councilman from 2005 to 2014, Lackey has been a strong advocate for finding solutions that allow for affordable taxes, improved public safety, high-quality public education and job growth through private sector economic development.</p>
<p>Raised in the small high desert mining town of Boron, Lackey was active in the Boron High School student government and earned the rank of “Eagle Scout” from the Boy Scouts of America.</p>
<p>A 28-year veteran of the California Highway Patrol, he worked in Los Angeles, El Cajon, Baldwin Park and the Antelope Valley. Lackey first entered elected public service as a member of the Palmdale Elementary School District Board of Trustees.</p>

<p>Phillips also hosts Los Angeles&#8217; top-rated The Drive Home on KABC 790 with Jillian Barberie, writes a political column for the Orange County Register, makes frequent appearances on Fox-11’s Good Day L.A. and often fills in for the legendary Larry King as host of PoliticKing.</p>
<p>Phillips developed an interest in politics at a young age. He says, “I love the process, the horse race &#8211; everything about it. Politics is about people, and it’s a constant struggle between heroes and villains.” He is an unapologetic Republican supporting President Donald Trump.</p>
<p>Phillips is a magna cum laude graduate of California State University at Fullerton. After a brief teaching gig, Phillips abandoned academia for a &#8220;more stimulating&#8221; career in talk radio, which he affectionately calls “the bordello of politics.</p>
